　　老冒一连去了石峰三趟，却连续收到石峰交管部门三张超速罚款单1000多元。
　　这就奇怪了：凡有限制超速标志的地方他都没有超速，可哪来这么些罚单？
　　为查超速原因，这天，老冒吃完早餐，就匆忙从省城出来，两眼紧盯着沿途标志。
　　进入高速公路时，有个限制超速100公里的标志，他开至80公里不算超速。
　　进入涵洞时，有个限制超速60公里的标志，他自然减速至50公里，也没超速。
　　出涵洞后他就没有加速。
　　在快要进入石峰县境时，前面有一幅“热诚欢迎你到石峰县来投资兴业！旅游观光！”红色醒目横联。
　　就在这横联下面紧靠着红布处，果然藏有一个长长的摄像头，边上有一小标牌：限制超速40公里。
　　老冒恍然大悟：原来如此。是呀，凡驾车过往此地者，谁还能不在这“投资”了呢？

　　Lao Mao drove to Shifeng County three times, and in turn, from Shifeng Traffic Administration Bureau he got three tickets for speeding, a fine totalling over 1000yuan.
　　Lao Mao wondered where he had sped since he was driving all the way within speed limits.
　　In order to make out the cause of the tickets, one day after his breakfast Lao Mao pulled out of the capital city and headed for Shifeng County, his eyes closely fixed on all signs along the way.
　　On the expressway, Lao Mao noticed a speed limit of 100 km while he had a reading of 80 km/h. He was not speeding.
　　At the entrance to a culvert, Lao Mao noticed a speed limit of 60 km while he had naturally slowed down to 50 km/h. He was not speeding.
　　Pulling out of the culvert, Lao Mao kept up an even speed of 50 km/h.
　　Crossing the border to Shifeng County, Lao Mao noticed a large horizontal poster, with an eye-catching red-charactered slogan, “Warmly and Sincerely Welcome to Shifeng for Business Investments or Sightseeing!”
　　Under the poster, nearly close to the red character “Welcome”, there was a covert long-shot camera, beside which there was an obscure sign: Speed Limit 40 KM.
　　A sudden light shone on Lao Mao. Here he was! No wonder, whoever else wouldn’t have put a welcome investment here!
